The Monterey & Mexican Gulf was built by the same men who built the Prescott & Arizona Central Railway. Thomas S. Bullock was Vice President of the Mexican road and an officer of the P&AC. Similar Rogers 4-6-0s powered both lines. Bullock ordered a Rogers 4-6-0 as P&AC (3rd) #3 (c/n 4493-1891) named for "W.N. Kelly", the Mayor of Prescott and P&AC Treasurer. (Rogers listings incorrectly show this as a 2-6-0) By 1893 the Arizona line was bankrupt and abandoned after it was paralleled by the Santa Fe, Prescott & Phoenix Ry. Bullock then became involved with building the Sierra Railway Company of California and arranged to transfer the P&AC's rail and three locomotives to the Sierra Ry., which began construction on March 24, 1897. Transferred to the new California line was the former P&AC #3, which today we all know as the Sierra #3, made famous in so many Hollywood motion pictures.
