The tender of that locomotive appears to be labeled "F C DE M AL G.M.", which may mean "Ferro Carill de Monterrey al Golfo Mexicano". That appears to be part of the Monterrey and Mexican Gulf Railway. See this page from the The Official Railway Equipment Register:
