As an aside (since your primary question has been answered), your photograph of D&RG 11 is of a class 39 0-6-0, not a class 48. The class 39 machines were rebuilds from class 35 moguls. Note the rather homemade-looking sand box and dome cover. The class 48 switchers did actually have the steam dome placed forward as on the model you pictured.
What is the model supposed to represent? It clearly isn't a D&RG engine since the road number is wrong. The EBT also ran a locomotive of this pattern as did the Conotton Valley, but I don't know if either of those ever shared the specific features on that model, either.
