The Key #318 used the same mechanism as the Key #346 with a 1220 Namiki motor. I have one of the #346s.
Some of the Namiki's used a bad lubricant that seizes up after a time.
Also, when it runs, the Namiki 1220 is too small for the engine. A Namiki 1230 fits but may have the same lube problem. I replaced the 1220 in my #346 with a 1230 with proper lube and it runs well.
Your description sounds like the motor has seized.
