The Key #318 used the same mechanism as the Key #346 with a 1220 Namiki motor. I have one of the #346s.
Some of the Namiki's used a bad lubricant that seizes up after a time.
Also, when it runs, the Namiki 1220 is too small for the engine. A Namiki 1230 fits but may have the same lube problem. I replaced the 1220 in my #346 with a 1230 with proper lube and it runs well.
Your description sounds like the motor has seized.

He has properly cleaned Namiki 1230s and the jigs to dismantle and clean the seized motors if they have not been damaged.
