1.) Check for shorts. Do you have an electric meter to compare for paths to the frame from both leads?
2.) Check for binds. Can you rotate the motor shaft and see the wheels turn (slowly)?
Try to run the mechanism with leads clipped directly to the motor.
Try to see if the electrical isolation of the drawbar is intact.
Is the nylon bushing for the drawbar intact, and assembled in the right order to stop it from touching the locomotive frame?
Is there a small threaded washer that connects the motor lead to the drawbar screw? Is that wire intact to the motor lead?
