On the subject of how condemned land is priced: When I was an officer in the US Army Corps of Engineers I was involved with two projects on which we purchased property. On each we established a real estate office on site and those licensed experts analyzed and negotiated the prices. Nobody's pay/bonus or anything else depended on what price was given, but also nobody had any interest in cheating any of the sellers. They were more than fair, although that didn't mean the owners were happy to give up their property. I seriously doubt that these folks here were "low balled" on theirs either no matter what folk tales may say. It 's a complicated process and isn't a matter of somebody walking in and telling you here's a few bucks, move out.
