John, it is my understanding that there was a standpipe at or in the SN Enginehouse that was sometimes used by D&RG engines while it was in use.
That was the only watering hole for locomotives in Silverton at all, to my knowledge.
It would seem that the interpretation of the orders you have might imply a Silverton based switch engine during a time it may have been needed.
