The first thing that crosses my mind is that with all the mining activity around Silverton there would probably be a lot of minerals in the surface water. This would perhaps make it too "crunchy" to use in a boiler. The Silverton tank, MP. 494.2 probably drew it's water from the adjacent Deer Park Creek, and Needleton probably drew it's water from an unnamed creek (at least it's unnamed in "Cinders & Smoke"), rather than the Animas.
