If you mean steam specifically, I'd look for 4-4-0's in general. Smooth running even on questionable track was a hallmark of the type. In particular I'd look for those which had swing bolster lead trucks equipped with radius bars for best motion reduction.
At the other end, the worst-riding tend to be 0-4-0's as the type has a tendency to oscillate badly at anything above eight or ten miles an hour.
