I am copying over your initial answer to my basic question about these cars so that you comments are in this thread too.
It's an interesting cost comparison that in 1942, that the D&RGW paid $23,295 to build sixteen flatcars, #6510 to #6524, which is $1,553 per car. Here's link to the details;

The records of the conversions S. G. 66000's to N. G. 9600's I have access to, are at the moment incomplete. For example
cards for the 9600 and 9601 are missing as well as 9604 and 9605. All the other cards are available.
9602 - 9603 show AFE 3296 for a book value of $1,524.96 each (7-1-1953)
9607 - 9619 show AFE 3367 for a book value of $1,562.32 each (12-1-1953)
