Baldwin spec is 1/32nd under for the piston. Different railroads had wear specifications for piston dia with 1/4” under usually being condemning. This was usually for larger pistons however. To build up pistons cast iron fusion welding is preferred although brazing is often used. Obviously machining after is necessary.
