Right, Robert -

IMHO, it wouldn't take much more than that to balance the relatively small load in the bucket, even when it's digging into hard ground.

p.s. to Davetlc: note the inward slant of the cylinder block of #1023, needed to align inboard-postioned piston valves with older Stephenson valve gear.
p.s. to RdaMurphy: Based on shade of gray in photo, the boiler's jacket is undoubtedly painted Moffat Green – adding even more to its weight . . .
