I've never seen one like it either, but if you purchased the badge in Farmington, ME then I think it's quite likely the "S.R.R.R." in question is indeed the Sandy River RR.
The largest collection of Sandy River cap badges I've seen is at the Phillips Historical Society museum, but they're all marked for the SR&RL so there is unfortunately no comparison to be made.
With regard to the whistle, here is SR&RL No. 15's Baldwin builder's photo (as P&R 'George M. Goodwin'). She seems to have carried a similar (perhaps even the same?) whistle throughout her career, even after being rebuilt to a 2-6-2, so I wonder if yours matches this.
I'm sure the Phillips Historical Society would be delighted to receive them, as would the WW&F Railway Museum archive (hint, hint), which holds artifacts from
all the Maine Two-Foot railroads and not just the W&Q/WW&F.
