Try this:

Use a "CORD" length of 8.5517 inches. Place against the inside rail head. Measure the space at the center of the cord ( @90 degrees, 4.2758 inches from the end ). Divide this measurement by .0115 to obtain the degree of curvature.

Basically for HO ( 1:87 Scale ) each offset of 0.0115 equals 1 deg. of curvature.
