The 1963 roster is 1203 freight cars. The C&TS has about 120 cars (excluding the tank cars). When purchased in 1970, I'd guess the number to be about 90-100 cars. 100/1203 = 8.3%.

Using the repatriated equipment not purchased from the D&RG (like the one 40' stock car), it would be 120/1203 = 10%.

I'd be curious as to the 1968 D&RGW roster numbers. If the number of cars was down to about 600-odd freight cars, then your 20% would be correct.
