If I remember my history correctly, read my understanding, the C-21's were "Gunnison" locomotives. Rationalle is they were the heaviest allowed through the Black Canyon. Montrose had the K-27's there for heavy lifting plus K's were barred from Ridgway-Ouray, meaning C19, 18, 17, 16's only ran there. This is good until the line was cut between Cedar Creek and Sapinero which by then all bets were off locomotive wise. Paul.
