This topic has come up a few times over the years.
DSP&P 191 has an iron firebox/boiler IIRC. It is for that reason that it would not be a viable candidate for restoration. The boiler would need to be replaced.
It would be possible to replace the boiler but it would not be cost effective and with so many other locomotives closer to operability and less expensive to restore, I doubt it would be done. RGS 20, D&RGW 168, D&RGW/C&TS 497/492 and D&RGW/D&SNG 478 are but a few of the restoration projects under way at the current time.
If an operable 191 was wanted, I'd probably say that the 191 should be left alone and a new locomotive with parts made to 191's dimensions be manufactured. The locomotive could be 191r (for replica). This is more of a pie in the sky idea BUT the UK Tornado and the current PRR T1 project are examples of this happening. A good place to have 191r operate would be at Como with visits to maybe the C&TS.
Keep dreaming and brainstorming. Just because the idea of 191r does not fly today does not mean it will not by successful tomorrow.
