They drag the rotary backwards at the end of a train. They have to have enough cars in the train to provide braking power. The reason they do it that was is that a rotary does not have a good view of the track ahead and it would have to be live in order to power the whistles, etc.
In 1955, the D&RGW was supposed to drag Rotary 00 over Marshall Pass to Salida for use on the Alamosa to Durango line (to replace OM). The trainmaster was afraid of hauling it over the pass. According to Bob Richardson, the trainmaster claimed there were not enough cars to give it braking power. It was left behind and never brought out and was scrapped. It is unlikely that the D&RGW would have kept three rotaries and OM probably would have been scrapped.
