Given the choice you have, I'd probably be inclined to get the shot you want at Coxo and then make the drive up to Cumbres. The train will be there long enough for you to get a some pictures there, and still make it down toward Tanglefoot before the train leaves.
It's a great place, don't worry. Whatever you decide will be fine. There's a lot to be said for catching the train as it hits the top of the pass just before the water column.
