I suspect it was the age of the boiler that ruled. C-17 & C-18 had the same tonnage rating, which was higher than C-19. (14 tons higher on the 4% grades) But the C-19's had 1912-13 era boilers vs 1887 on the C-17's so the C-17's went first.
