There is a significant difference between the last run of a scheduled train and the abandonment of a piece of trackage. Discontinuing a scheduled train is matter taken before the State Public Utilities Commission. Abandoning a railroad went before the Interstate Commerce Commission. A totally separate set of procedures an court hearings are involved. In the case of the Santa Fe Branch it was interesting in that abandonment and the discontinuance of service happened very close to the same time.
