High side gon number with Cardwell draft gear and the cast bolster but no obvious holes for stake pockets. Also, brake wheel is low so a gondola rehabbed (new side sills) into an idler flat for pipe train service.

Just found it in Sloan, 1770 converted to flat in January 1953, with a note that it didn't survive long. There's a bad order tag just over the B end bolster.
