What book is being referred to? I seriously question any role the "government" may have had in a color decision, but rather it was a way to distinguish equipment that didn't meet service requirements of the two name trains of that immediate era, and possibly was an indication of work service cars. I recall talking to Punk Blackstone that some of his student trips as a brakeman were on CCC specials out of Durango.
