Here is a picture of 300 at Salida in 1940. My WAG that this was a way to show the government that the railroad was spending its CCC money wisely, putting old passenger cars in service for transportation of the men in the camps. A little red paint to impress the government bean counters. That is only if the government did pay the D&RGW to refurbish those long out of service cars. There was a large CCC camp in the Montrose area.
