Hi,
That's Scenic Railway's loco from it's Lake Tahoe operation (after it folded). I do not recall the operation's name.
Scenic had two locos from Hawaii (I think) and both were (?) 2-4-2s.
They have been identified on the board here a few times, but I can not recall enough keywords to get a hit on the thread(s).
Maybe TTC&P - Tahoe Trout Creek and Pacific?

From my 1984 trip (using a Kodak Instamatic and with clouds and a strong wind and taken more or less into the Sun, shots were iffy):
