That's the Tie Fork rest stop. The name, obviously, comes from the fact that up Tie Fork Canyon was a stand of trees where ties were cut when the Utah & Pleasant Valley was built. To represent that history UDOT put in this fake roundhouse and silly locomotive.
Among other complicated reasons, it is impossible for the 223 operate there because it's a bit isolated, and the track doesn't follow any particular gauge. UDOT contractors just threw it down there without measuring, and none of the faux switches work.
