I had a hunch that Paul Class would know of this car since he had imported over 100 cars from Portugal. The story is that he was approached by a hardware owner in Victor that wanted to get a tourist line operating in town. He wanted to go around Paul and buy direct from Lisbon: Paul said he could if he wanted to do so. The man did contact Lisbon and arranged for a car and had it shipped over to Victor. The car is a later car and a copy of the Brill but with the arch roof, definitely not a real Brill.
After the car was delivered, and with a prepaid deal, it was discovered the car was lacking motors. So, no way to operate. The City of Victor was not inclined to deal with the man or car, so it sat. Last Paul remembers is that it ended up in a scrap yard. If it is not on display now, it probably is scrapped. This all happened in the late 1970's or early 1980's.
