The tender truck on the Shays pivots freely under the cistern itself. The tender is connected to the engine by a draw bar that only allows limited movement of the cistern itself. The truck has to pivot freely under the cistern to give the maximum flexibility. Here is a photo of Feather River Ry Shay #2's tender truck showing her independent truck bolster.

I recall when we first unloaded Mount Emily Shay #1 in Prineville, Oregon after she returned from West Virginia, the tender was separated from the engine. As we moved it into the shop to connect it back to the engine the cistern spun around on it's own like it was playing games with us.
