And of course, the current FRA requirement is for a boiler inspection, not a flue replacement. As I understand it, the flues don't have to be replaced during a 1,472-day Inspection, but as a practical matter, they typically are. In order to physically be able to perform the required UT inspection, the flues pretty much always have to come out, and even if the tubes were in a condition to be re-used, most operators would rather start with a fresh set than take a chance on flue failures during the next operational cycle.
