All – Below is a link to the Final Rule for 49 CFR Part 230 as published on November 17, 1999. This rule was a product of one of the first Railroad Safety Advisory Committee tasks which involved representatives from across the industry. The regulations “preamble” explains the RSAC process, historical background and detailed discussion on each part of the rule.

This may not answer the "why 1472 Service Days" and I will let Linn or others who were on that specific RSAC explain how this number was reached.

It may help understand why we are where we are today regarding steam locomotive requirements and inspections.
