NZR just turned out new Boilers from what I understand, and got the Loco back into service asap, same went for Tenders swapped for a better or already rebuilt one.
In my experience, if there was a Loco sitting around with sharp flanges waiting its turn at the wheel lathe and another awaiting new power assemblies or the Main Generator swapped out, then just a Bogie change had one serviceable loco out of the two.
I might be guessing here but there seems to be no thought given the incurred additional costs and length of time out of service either just to keep something that came secondhand from the D&RGW in its virgin state, but then again there isn't tons of freight backing up in the yards. K28/36 and 37 were ten peas in a pod.
It wasn't that long ago the GLR had reduced or suspended service due a dire motive power situation. The CHS may just have a luxury in being able to apply that rationale. Note that the one of a kind, only N.G. Porter Diesel, a historic artifact in its own right, isn't running the type of prime mover that it was built with (for good reason) and I don't see Will mentioning that. Fact is when you only have one or two locos that aren't the same type, it's obvious that a boilerswap isn't going to work in your situation but that does not apply to this either on the D&SNG nor the C&TS.
