There is less room on a firebox tubesheet than a smokebox tubesheet. Almost all locomotive manufacturers tightened the pitch on the firebox tube patterns by 1/16" or more to keep the tube holes as far away from the flanges as possible. Furthermore, the force exerted by expansion of the thicker walled superheater flues require a thicker bridge than a smaller tube to eliminate cracking problems.
A 1/16" is not obvious unless you have ever layed-out a new tube sheet and can't figure out why the tube holes are half way into the flanges.
