On the Cumbres and Toltec, which follows the signage practices of its predecessor organizations, those are all considered whistle boards because they're all to let the engineer know the type of warning whistle the engine needs to signal.
X signifies a crossing, S a station and W a bridge, tunnel, trestle or blind curve.
I'm drawing this information from an article by Jim Gross in the Friends' Dispatch a few years back. Jim is the leader of one of the Friends' two sign-maintenance crews.
