Their Facebook page explains what they are doing.

It states that 620 feet of the main track in front of the Depot, which had been repaired over time, had not been completely replaced since the Grande days, or before 1981. They are removing track, ballast and surrounding asphalt. The 57 pound rail will be replaced with 75 pound rail and 300 composite ties made from recycled plastic. New ballast will be also be installed. Says should take about two weeks.
