IMHO, Roosso was being uncharacteristically polite in choosing to use the term "Phraud-O-Graphers"™ rather than the somewhat more pejorative term "Foamers" to describe a fair percentage of those expected to take part in the event . . .

Just because it will be a D&S train doesn't mean it won't be a re-creation of something that happened in the past.  SFAIK, Roosso's photo from more than 3½ years ago shows one of the last K-28 double headers in recent times, and Betty's special will likewise - as you point out - be a response to passenger load requirements (with the addition - presumably - of some snow).
