Without further info, I can see the crane boom horizontal to the right and the car in the drink as the next pic. If that happened, there must be some record of it with the FRA/ICC/NTSB. The counter weight is already tilted a lot.

But there are no entries for the WP&Y in 1942 or 1943 in the DOT Railroad Accidents Records.
