Given all the comments here and other threads the future of rail charters and opportunity for photos appears dismal. I can't resist a spoof of the future and suspect in time future train charters will include all or part of:
1) Photo fees paid to states, counties, or towns like movie companies pay for film rights. After all the Cumbres RR line is there because of taxpayer funding just like a city park and so is the RR equipment, land, buildings and many will profit from photos taken.
2) Fences and locked gates to keep the public away from the special charter trains either sitting in a RR yard, underway or simply stopped.
3) Fences at photo run by spots/areas to corral and line up the photo buffs and keep the public out who may appear via hiking, or horseback across public, or private land. Of course a separate area at each spot for sound or still photo buffs who can show their licensed ticket to the fluorescent vested guard.
4) Closure of all public roads near the RR during charter operations via various law enforcement agencies who will charge for their control of public access.
5) A Copyright of the special charter train itself since it only exists in artistic form for a brief period due to the desire of the organizer limiting use of photos from anyone who didn't purchase the photo rights license from the event organizer as as special higher price ticket.
6) A ban on all Aircraft in the area during charter operation including building the trains in RR yards.
7) A few extra guards here and there to smooth the fencing, road closures, FAA flying enforcement, etc.
Poof, all problems solved. Ticket price will go sky high due to fees charged for better control and reducing the whining/complaining.
