No rule, but the OP asked about early 1950s and they were using Amber and Red markers (and flags during daytime) on the narrow gauge in the early 50s based on color photo evidence. I model 1951 narrow gauge and have studied many color photos from that time frame.
The CZ could be an interesting beast since she was run by three railroads. CB&Q used Green and Red if I recall. But I agree it is weird that your timetable says to change to Green and Red at Salt Lake... Rio Grande territory.
Although I don't know much about the standard gauge Rio Grande, it is also possible that the standard gauge had changed to Green and Red and the narrow gauge kept using the Amber and Red cause, well that's what they had and they weren't getting anything new back then.
