John,
I can assure you that the people who work on the CTSRR are not doing it because "it's fun". "personally rewarding", or "they want to live in the past". They are mostly Chama natives and residents who need a JOB.
As for the shop crew, and operations crews, they are also professionals, many of whom were doing this work when you and your buddy were in diapers. THAT may well be the problem.
