When I worked at knotts and we did track work at the 2' gauge Grande Sierra RR I used to say space them at least far enough apart to get a shovel between them. (it was really annoying when you can't get between ties to dig them out to replace them.) Our typical spacing would be a little larger than a shovel blade width and with 4'x6"x4" ties that would put the CTC measurement about 20"-22"
