That closest boxcar appears to be a 3000 series car. It still has the wooden roof (so prior to 1924). It also appears to have all the grab irons for the american railway appliances that were applied around 1911-1913.
I'd really love to know which rotary that is. I'd guess OM, as they didn't get OY till the '20s.
The two tracks in the foreground that are empty, are the mainline tracks. So no surprise that they are empty. Probably spent much time empty unless a train was actually moving through. Closest to the depot is being used as house track. The track that is severed, should be the scale track, and appears to be going through a re-alignment.
Can't see if the eating house, which was across from the water tower (according to the photos in Dorman), is still in place.
