I've heard a few stories.
1) The running rails are not the electrical return. One is the hot rail and one is the ground return - something to do with the problems with the running rails in the London Tubes not being good for ground return.
2) New to me - two hot rails for each of two different power collection systems. Sounds plausible - Sort of like dual gauge - running rails are the common rail and there are two different electrical distribution systems. (36" gauge and 56.5" gauge not being compatible but can be made partially compatible).
