As a SG comment, the PRR built an FF1 electric in the 1930's. It was a test and I think I read it was an experiment for the planned electrification to Pittsburgh.
The wheel arrangement was 1-C+C-1 with jackshafts making it look (at a glance) as a 1-D+D-1 (or 2-8+8-2). The stories were that using it head end on freights would yank out several cars of (I think) draft gears. It ended its days as a pusher in Baltimore up a steep grade in Baltimore for freights.
It had the power, but was too much for the draft gear of the day.
