What needs to be done to resume operations?

What needs to take place in order to resume operations?

I have no desire to go to Hawaii at all other than to see Pearl Harbor and ride the LK&P (I detest flying that much - and that's a long flight).

My wife has been pestering me for decades to go. If we wind up going I really want to have one train ride to look forward to.
