500 gallons times 8.33333 pounds per gallon = about 4167 pounds.
To make it simple, use 8 pounds per gallon. 500 times 8 = 4000 pounds or two tons.
I think that the weight is with the boiler full but with the tanks empty(?). I speculate that the engine weight does not include the tender for tender locos so the fuel oil and water in the side or saddle tanks do not count.
I think the boiler could hold 360 odd gallons of water.
Looking up heavy bunker oil, you have about 3.77 kg/gal. One kg = about 2.2 pounds. So heavy bunker oil weight about 8.29 pounds per gallon - approximately the same as water.
If you know how many gallons of fuel oil and how many gallons of water are carried, just add the two volumes and multiply by 8.3 pounds per gallon. It should be close enough.
Using 500 gallons of water and 50 gallons of fuel oil => 550 * 8.3 = 4565 pounds. So the tank loco fueled up would weigh about 20,000 + 4565 = about 24,500 pounds.
