The roof hatches were open when you needed to cool a load and needed more air movement than could be created with convection such as a load that had just been picked or it was cool enough outside that you did not need ice to keep the load cool. On standard gauge hatches the plugs were part of the hatch and hung of the hatch on short pieces of chain so they did not get lost.
