I was aware of the "pipe" boxcars but not the flats. One problem with early steel or iron cars was the weight, and this may have been a way around that problem. Some earlier La Mothe cars used a network of straps instead of tubes.
I wonder if the failure was a problem with the design, materials, construction, or maintenance. It looks like parts were wedged and clamped together, which would mean lots of bolts to work loose with normal flexing and vibration.
