The builder's photo as an 0-4-4 looks like a bone stock 12x16 Mason with 42 inch driving wheels as was the norm for that mid 1870's model, so that's what I took it as. Did it have the 13x16 cylinders as originally built (that'd be unique) or was that part of its conversion to an 0-6-4? I assumed the latter but if you know for certain, confirmation would be nice.
Online sources for this engine list the drivers in rebuilt form as anything from 33 to 37 inches and the cylinders from 12 to 14 inch diameter. In this case I trust your book a lot more than the internet because the dimensions you post make the best sense.
