Well, as Kelly's picture shows, SG railroads have specialized equipment to deliver welded rail to the spot where it would be used. I watched roughly two years ago as stimulus money was used to upgrade rail that ran past my office in Mass (Amtrak wanted to use the line, but the current speed limit was five mph).
If I understood Kelly's point, they might be able to use SG equipment to deliver the rail to Antonito, but then they would need something like a mile of NG flatcars to deliver it to the place where they were going to actually place it, and the rear car would have to support the crane which would carefully put the rail in place.
