My old ETT shows #19 good for a thunderous 55 tons up the hill. I don't know how to figure out the drawbar horsepower of a C-16, but #19 only had 380 when it was new at sea level. Run it at 8000+ feet in elevation, you probably get closer to 300 hp. Even so, #19 would get up into the short time range on the tougher pulls. As with any diesel, #19 could get more that started on the hill, but it would burn itself up in short order.
I'd guess that loading those hoppers to cubic capacity like that is more than the 25 ton capacity of the trucks. Each one of those hoppers is likely to weigh in at 50-55 tons each loaded. So, I guess maybe #19 could get one of them up the hill.
